Highlights
When carrying out electrical work, Registered Electrical
Contractors (RECs) and Registered Electrical Workers (REWs) shall strictly
follow the requirements set out in Code of Practice for Electricity (Wiring)
Regulations. There shall be adoption
of safety measures such as lockout-tagout procedure for electrical
installation, alteration or maintenance works.
The
speaker will share his experience in implementing lock out tag out programme
for electrical energy isolation for facilities management.

Speaker:
Ir Richard Tse is a former
Council Member, Past Chair of Manufacturing and Industrial Division and Past
Chair of Manufacturing and Industrial Engineering Disciplinary Advisory Panel
of The Hong Kong Institution of Engineers. He is also a former Council Member and Past
Chair of Hong Kong Branch of The Institution of Occupational Safety and Health
(UK). In June 2010, he was the first
bilingual (Mandarin and English) trainer for National Examination Board of
Occupational Safety and Health (UK) to deliver International General
Certificate for ABB in Beijing, China. He
has over 20 years’ experience in Environment, Health and Safety. He is a Chartered Fellow of the Institution
of Occupational Safety and Health and is a Fellow of The Hong Kong Institution
of Engineers.

of electrical energy isolation through Lockout-tagout (LOTO)

It was our pleasure to
have invited Ir Richard TSE to give a technical seminar on electrical energy
isolation through lockout-tagout at CITAC in Kowloon Bay on 10 October 2019. It
is a common sense that any industrial machines or equipment has the potentials
to cause harm if it is not isolated or operated correctly. Experiences from the
accidents, incidents or even near-misses in the industry alerted that the
employees or contractors may be suffered from risks while operating heavy
machinery and the type of energy in the working environment. The seminar was
jointly organised by the CAD, EVD and AMC. Around 20 participants attended this
seminar.
After
a warm welcome by seminar chairman - Mr C C Tang (Rep from CAD), Ir Richard TSE
gave a brief introduction to why lockout-tagout (LOTO) is important to the
industry operations. He highlighted that LOTO is a technique used to prevent
energy from being released during the servicing of equipment. This is
accomplished by placing locks on energy isolation devices prior to starting
work. In some articles on the study of injuries, around 80% of incident or
accidents were occurred due to the improper electrical isolation of heavy
industrial equipment or machines during servicing. Other injuries were caused
by the start of the machines accidentally by their co-workers or the stored
energy in the machines or batteries, etc.
Ir TSE also indicated that the relationship among the role of authroised
employees, affected employees and other employee in LOTO mechanism. He also
gave an example on general procedures for LOTO to indicate the major issues
related to the risk of improper LOTO. Attendees felt the seminar is fruitful
and informative.
During the end of session,
Ir TSE showed a video demonstrated how the LOTO techniques to be considered and
implemented in mainland China. Finally, the seminar chairman presented a
souvenir to Ir TSE and a photo with the organising parties was taken.
