Smart Site Safety System (4S) has been promoted by the Development Bureau as a government-mandated initiative in local construction industry since Feb 2023 for those capital works contracts exceeding HK$30 million. It aimed at enhancing construction site safety through the integration of smart technologies with core components of Smart Safety Devices such as: For real-time monitoring of high-risk activities (e.g., wearables, CCTV, sensors); Communication Network: For transmitting data from devices to a central system; Centralized Management Platform (CMP): For data analysis, alert generation, and follow-up actions, etc.. Safety Audit of 4S involves a comprehensive compliance check according to the Development Bureau Technical Circular (Works) No. 3/2023 and those of the 4S Labelling Scheme by the Construction Industry Council (CIC). Some Key Audit Areas should be concerned, e.g. (i) System Implementation; (ii) Risk Assessment; (iii) 4S Solutions Deployment; (iv) Data Management & Alerts; (v) Training & Awareness; (vi) Maintenance & Calibration; (vii) Compliance with Regulatory Requirements, etc.
This seminar aims at shedding light on the above-mentioned requirements of the Development Bureau and their respective compliance review by auditing. Also, it will provide an insightful overview and sharing of some practical experiences for reviewing the system efficiency and reliability by the associated audit procedures.

Ir Dr. Leo Fung, a practising Engineering Safety Professional, has served for the local Building Services Engineering and Occupational Safety and Health Management with proven track records in successfully implementing loss control and prevention of various projects since 1994. Specializing in incident investigation and safety auditing, he has extensive experiences in case analysis and formulating solutions for practical problem solving. Additionally, Dr. Fung has served for local training institution and developing the Smart Site Safety System Training with trade practitioners. His expertise significantly contributes to the effective incident prevention for considering different interests of stakeholders.
